This is a good video analysing how the film noir genre influenced the show. My only complaints are the descriptions for some of the villains are inaccurate, and the video would've been even better if it cited the Fleischer Superman cartoons as an inspiration.

Join the club. I'm disappointed no one (including the creators) ever cite The Flash 1990 TV series as an influence on The Animated Series.

I suppose the reason why the original Flash TV show never gets much recognition is because its style may be seen as derivative of Burton's Batman.

But putting all the film noir talk aside, yes, when you watch The Flash there's no denying that show had an influence on BTAS. From the music composed and collaborated by Danny Elfman and Shirley Walker, to Mark Hamill's Trickster is basically the Joker with a different name, and his sidekick Prank and their relationship together have a lot in common with the Joker-Harley Quinn partnership.
