Was the Penguin inherently evil?

I agree, The Dark Knight. This movie is one of the best to me because it speaks to me in a way that few films can.

Hmmm. While I still stand by my opinion about the Penguin, I'll admit that the other point of views are valid. Would I be correct to say that the Penguin is one of the most complex characters in comic book films?
